That question can be settled without assuming anything about how any wider market is arranged, because the answer comes from the program in front of the buyer rather than from a general rule. Finish, appearance and coating expectations

Finish is a decision that resists description in words. Colour, gloss level, texture, coverage in recessed areas and the acceptable appearance of the surface after handling are usually settled by reference to an agreed sample rather than by a paragraph in a purchase order. Where the buyer holds an existing brand standard, the manufacturer needs to see it. Where the buyer is choosing, the manufacturer needs to know which surfaces are visible in the installed condition and which are hidden, because that shapes what the appearance requirement should say. Passing colour approval through an intermediary without a physical reference tends to leave the requirement undefined at exactly the point where it is judged.

Inspection language written against the configuration

Inspection requirements should describe the nominated configuration, not a generic product. Which dimensions are checked, which interfaces matter to the buyer, what the appearance standard refers to, how the assembly is verified, and what documentation accompanies the shipment are all items to be agreed and written down. A coordinating party can distribute the agreed plan, but the plan itself has to be built between the buyer and the manufacturer, because the manufacturer is the one who has to state what can be checked and what evidence a check produces.

Packing as a product decision

Packing an AV mount is part of designing it. Carton dimensions, inner arrangement, protective inserts, how the hardware kit is retained, printed carton artwork, barcodes, retail-facing requirements and master carton configuration all follow from the finished assembly and from where the product will end up.
